🚫 Facility Order Cancellation Toggle

• Description: Admins can now configure whether facilities are allowed to cancel their own orders. When enabled (the default), facilities can cancel any order that hasn't yet gone into service. When disabled, the cancel option is hidden from facilities entirely. This setting can be managed directly from the Facilities view screen, in the General tab.

🏥 Clinic Wizard Error Handling

• Description: The clinic creation wizard has been improved to handle errors more gracefully. Validation errors now display inline within the wizard instead of closing it and showing an external alert — keeping you in context to fix issues without losing your place or previously entered information.
